Personal Effects versus Commercial Cargo — Saudi Arabia

Where the line falls

Saudi customs does not decide the character of a shipment from what it is called on the waybill. It decides from the picture: who the consignee is, what their status in the Kingdom is, what is in the boxes, in what quantities, and in what packaging.

Reads as personal effects
Used household goods and personal belongings, a mixed inventory, one of most things, consignee is a named individual with a residence permit, arriving around a transfer of residence.
Reads as commercial
Commercial quantities, multiples of identical items, retail packaging, a supplier invoice, a company consignee, or goods that are new and unused in a quantity nobody needs.

It matters because the two are treated under different rules. Commercial goods need conformity certificates, an importer registration and a duty assessment. Personal effects on a transfer of residence are handled as a relocation. Filing one as the other is the fastest way to lose control of a shipment.

Shipping household goods

Status

  • The consignee needs a valid residence permit — iqama — for expatriates, or national ID for Saudi nationals. A work visa may be accepted while the iqama is in process, with confirmation from the employer.
  • The owner of the shipment must be in the Kingdom at the time of clearance. If they are not, the shipment does not clear.
  • Attendance at the physical inspection is not required, but inspection should be assumed: household shipments are inspected thoroughly as a matter of course.

Documents

  • Copy of the passport, including the bio page and the entry visa page.
  • Copy of the residence permit or national ID.
  • Original bill of lading, sea waybill or express release for sea freight; air waybill for air.
  • A detailed, valued, itemised inventory and packing list. Vague entries such as “household items” are not accepted.
  • Electronic authorisation of the customs broker through Fasah, done once the consignee has registered on the platform.
  • Purchase receipts for electrical and electronic appliances, and an insurance certificate where applicable.

Register on Fasah and authorise the broker as soon as the residence permit is issued. The e-authorisation is the step that most often holds a household shipment at the port while the family waits for furniture.

Traveller and parcel allowances

Personal goods and gifts carried by a traveller
Exempt from duty where the total value does not exceed SAR 3,000. Above that, a declaration is required.
Cash, jewellery and precious metals
Must be declared where the value is SAR 60,000 or more, on arrival or departure, through the ZATCA e-declaration.
Goods in commercial quantities carried by a traveller
Must be declared, regardless of value. Commercial quantity is a characterisation, not a number.
Low-value parcels and e-commerce
Personal shipments valued at or below SAR 1,000 are relieved of customs duty. VAT is a separate question, and the duty relief is not a VAT relief.
Customs service fee on low-value parcels
SAR 15 for a shipment bought by an individual from an online store where the value does not exceed SAR 1,000.

Items to think about before packing

  • The prohibitions apply to a household container exactly as they apply to a container of cargo — alcohol, pork products, pornographic material and weapons among them. Removing a prohibited item from a container at a Saudi port is expensive and delays clearance for everything else in the shipment.
  • Used clothing is a prohibited commercial import; reasonable personal quantities within a household shipment are treated differently.
  • Printed matter, films and recorded media are a restricted category and may be reviewed.
  • Electronics are inspected closely. Keep receipts and serial numbers accessible.
  • Vehicles are tightly controlled: cars more than five years old, salvaged cars and used police cars, taxis and rental cars are not allowed. ZATCA operates a self-service route for individuals importing a personal vehicle through its land and sea ports.
  • New, sealed and high-value items in quantity will attract duty and may recharacterise the shipment.

If it is commercial, treat it as commercial

A shipment that is genuinely commercial needs the full apparatus: a registered importer, a correct tariff classification, conformity certification where the product is regulated, and a duty and VAT assessment. Sending commercial goods as personal effects to avoid conformity certification does not usually work and is expensive when it does not. The inventory is read, the quantities are visible, and the consequence attaches to the individual named on the declaration.

Frequently asked questions

Do I need an iqama to ship my household goods to Saudi Arabia?

You need a valid residence permit for clearance, or a valid work visa with employer confirmation while the iqama is being processed. You do not need it to export the goods from the origin country, but the shipment will not clear Saudi customs without the right status in place.

Do I have to be in Saudi Arabia when my shipment clears?

Yes. The owner of a personal effects shipment must be in the country at the time of customs clearance. Attendance at the inspection itself is not required.

How much can a traveller bring into Saudi Arabia duty free?

Personal goods and gifts are exempt from duty where the total value does not exceed SAR 3,000. Cash, jewellery and precious metals worth SAR 60,000 or more must be declared, as must goods in commercial quantities and restricted or prohibited items.

Is there a duty-free threshold for parcels?
